Residence permit, not citizenship. The National Directorate General for Aliens Policing lists two qualifying investments, real estate fund units and a donation to a higher education institution.

Residence requirement
The permit is valid for up to 10 years and may be extended for up to another 10 years. The application is filed in Hungary within 30 days of first legal entry or with a guest investor visa.
